Amendment: Health Protection (Coronavirus Restrictions) (No. 2) (Wales) Regulations 2020

The Health Protection (Coronavirus Restrictions) (No. 2) (Wales) Regulations 2020 are amended from 6pm on Friday 16 October 2020. Regulation 14D has been added to provide that people who live in the areas listed in Schedule 4B cannot enter or remain in a part of Wales that is not designated as a local health protection area. Additionally, people living in parts of Wales that are not designated as local health protection areas must not enter the areas listed in Schedule 4B. Please note that there were already restrictions in place in relation to entering and leaving local health protection areas. The areas listed in Schedule 4B are:

the Tier 2 areas in England listed under the Health Protection (Coronavirus, Local COVID-19 Alert Level) (High) (England) Regulations 2020;

the Tier 3 areas in England listed under the Health Protection (Coronavirus, Local COVID-19 Alert Level) (Very High) (England) Regulations 2020;

the protected areas listed in the Health Protection (Coronavirus) (Restrictions and Requirements) (Additional Temporary Measures) (Scotland) Regulations 2020; and

all of Northern Ireland.

Reasonable excuses are provided in relation to the above restrictions, including obtaining medical supplies, accessing medical and veterinary services, travelling for work, to attend a marriage or funeral, and to participate in or facilitate organised activities for the development or well-being of children - for full details, see regulation 14D(3).

The reasonable excuses in relation to indoor gatherings (regulation 14) and outdoor gatherings (regulation 14A) have also been modified to include participating in or facilitating organised activities for the development or well-being of children.
